Sailor Moon (Base Form)
Usagi's first transformation gives her the Moon Tiara Action — a discus-like attack that destroys youma. At this stage she's purely reactive, often overwhelmed, and frequently rescued by Tuxedo Mask. Her power is raw but unfocused.
Sailor Moon with the Legendary Silver Crystal
The Silver Crystal transforms everything. When Usagi first accesses it (original series finale), she can resurrect the dead and reset reality. The crystal is presented as the most powerful object in the universe — the downside is that using it fully can kill her.
Super Sailor Moon
Introduced in the SuperS arc, this form enhances speed and attack power significantly. The transformation is granted by Pegasus and connected to the pure dreams theme of that season. Combat capability increases substantially.
Eternal Sailor Moon (Stars arc)
The most powerful standard form. The Eternal Tiare allows access to Starlight Honeymoon Therapy Kiss and Silver Moon Crystal Power Kiss — attacks capable of purifying even Sailor Stars-level threats. This is Usagi at her most capable as a fighter.
Neo-Queen Serenity (Future form)
Usagi's ultimate identity: ruler of Crystal Tokyo in the 30th century. As Neo-Queen Serenity she has effectively unlimited Silver Crystal power and governs an era of peace. This is where her arc is ultimately heading.

From weakest to strongest: Base Sailor Moon → Silver Crystal Sailor Moon → Super Sailor Moon → Eternal Sailor Moon → Neo-Queen Serenity. But "strongest" in Sailor Moon is complicated — Usagi's emotional state is often more decisive than her power level.
