Why Was Rei Designed to Be Emotionless?

Director Hideaki Anno has stated that Rei was partially designed as a commentary on the anime industry's tendency to create passive, compliant female characters for male audiences. Her emotional flatness was intended to make audiences uncomfortable rather than attracted. The fact that Rei became enormously popular and spawned an entire character archetype is considered by Anno to be a vindication and a critique of otaku culture simultaneously.
